I went to control panel display settings, clicked the Advanced button.
this is where the DPI settings are. I switched it to 120 DPI,
restarted, went in again and switched back to 96 DPI, restarted and now
all the windows are fixed.
It figured that after months of having the problem, I found the answer
right after I asked for help.
