Cool-bits reg tweak

On toms article about the GeForce3 performance he mentions the "well know Cool-bits registry tweak" to enable overclocking.... i've never heard of it and have been relying on powerstrip to do my overclocking... does anyone know if it works on NVIDIA cards other than the GeForce3 and where i could find it if it does
