Temp files, delete?

There is an initially hidden Temp folder in C:/documents and settings/yourname/localsettings/temp
My question is, can you delete these files in the temp folder, is it safe?

Yeah. This is generally used for program installers to extract files into while it installs.
Best practice is to only delete things that haven't been accessed in, say, a month. Occasionally something in there will be required for a program to function correctly. Having said that, I've never had a problem deleting temp files.
