Windows is not starting

Hello,
mainboard: xfx 9300
graphics: xfx 9800 gx2
processor: intel core 2 duo
ram: 4gb
power supply: thermaltake tough power 600w.

my problem is windows is not getting started. after pressing the power switch, it goes normally up to STARTING WINDOWS.
after that it remains same. no further steps....
Can any one tell me, what is my actual problem ...? and what can i do?

Boot from the OS CD/DVD, format the OS partition & reinstall OS

I have done it for several times......
few days ago this problem occur. i installed os for 5 times.
and today, again. i have remove my graphics card. and the problem resolved without os setup.

Well then you probably had corrupted gfx drivers which were causing issues
