First, to figure out if its a windows software issue or hardware problem, try to boot from some type bootable CD (i.e. an old copy of XP would have been in CD Format.) If it boots successfully, then we know that the hardware is working.

If it is successful, removed the bootable CD and restart the machine. Follow the instructions on this page to reset the upper/lower filters.
