12.xx drivers=lower frame rates?

I recently upgraded my computer. I use low-res Q2 demo1 to enchmark CPU speed.On my old Duron 650 Voodoo 3 3000 I get about 165 fps is Q2 demo1 640x480. With my new Athlon 1.2Ghz and LeadTek Winfast Geforce 2 GTS, I get about 140. Shouldn't it be about twice that? V-sync is off is case you are wodering (it gets exactly 60 with it on).
In Q3A I don't get any higher than 90. I actually get higher scores in 1024x768 than 640x480

I heard somewhere that the newer Nvidia drivers cripple low-res frame rates in favor of high-res performance. If this is true, how did Tom get such high scores when he reviewed the new 12.xx drivers?

Isn't voodoo3 only 16-bit color? Try your Geforce 2 using 16-bit color and compare again.
