Hey everybody,
I am new here and I need your help please. I am building a
new computer, my first one from scratch.
Here are the components I am using:

Case: Full Tower ATX
Motherboard: Gigabyte GA-7dx
Processor: Amd Athlon t-bird 1.4 ghz
Memory: DDR Kingston 256 MB
Power supply: 300W
Hard Drive: Western Digital 40GB 5400rpm
Graphics: VisionTek Geforce 2 mx 32mb
Floppy: TEAC floppy drive
DVD: Creative Labs Ovation 12x DVD
OS: Windows Millenium Edition

Here is the problem: I am having a lot of trouble
installing the OS. When i power up the system, the BIOS
runs its boot sequence as normal. Here is where the problem
comes in to play. If I go directly to BIOS setup, I can
access the peripheral interface and it shows the DVD, HDD,
and floppy drives. If I, however, let the system boot up
as normal, when the peripherals are initialized, the
diskette in drive A; is no longer detected. Since I have
no OS installed, the message "Boot from ATAPI CD-Rom: disk
boot failure, insert system disk and press enter." is
displayed. If I insert the 3.5" windows start-up disk that
came with the OS and press enter, the system freezes.
Please let me know how I can get my system up and running.
Any and all help is appreciated.

First check all the cables. Make sure they are snug. Maybe swap the floppy cable for another.

Double check to make sure your Heatsink Fan is mounted properly. You don't want to overheat.

Just a start. Does any of that help?

Best thing you could do is trade that stuff for a real system from Intel. Just Kidding:-)

What OS?

If your OS has a bootable CD, set the bios to boot from the CD. If it ain't CD bootable find one that is.

Double check the cable to the floppy, the floppies we sell have a "1" on both sides so you just haveta know which side gets the stripe.

Put in a HD with an OS loaded from another system.

You might have some brand new bad parts. Swap with a friend and see if the problem moves with the part. Start with the floppy and the floppy cable.
