If you're asking whether applications which use GDI+ will run on Windows 7, then yes - they will. The GDI+ DLLs are included in the OS, and some functions such as bit-blitting have been improved to include GPU accelleration. However native Windows 7 components use the new Desktop Window Manager (DWM) for rendering rather than GDI.
