Battery or Adaptor?

How can I tell if I need a new battery or a new adaptor? When I plug the adaptor into the computer the green light on the computer comes on for approx. 3 seconds then goes off. I've tried removing the battery.

A wild guess, but it sounds like the wall charger is broken.
Yes, I've tried it without the battery in and the computer still doesn't turn on. thanks for your help !!!
