A quick one - I do need help!

Hello.
A friend of mine just bought himself a v8200 (gf3). The only problem is that the card doesn't perform as he would have hoped it would. (comparing to his old gf1)
In Counter-Streike he gets 30 to 99 fps, Wich isn't that bad, but consodering the cost of the card, and the power of it, it's kinda dissapointing.
His hdd is just recently formatted.
Here are some spec's:
pIII 700MHz
asus v8200
asus cuv4x motherboard
512mb ram
1 cd-rom
1 cd-rw
2 hdd
235 Watt
Should't these be able to perform some more?
He did, right after the format c: install the newest via-drivers, and the newest asus-drivers.
I'd appriciate every tip and trick you can give me.

Are you using DirectX or OpenGL?

lots of things could be wrong, but my guess is he doesnt know what FSAA is, and since the default is on, he probably hasnt turned it off. but since its cs, a gf3 should be able to easily get 99fps at 4x AA.

oh its on a yeah p3 700
!
