1 gig of ram, win98 - agp graphics card problems

I have one gigabyte of memory and windows 98. My radeon 64mb agp grapics card has does not work fully with the 1 gig system memory. I have used the MaxFileCache setting in the System.ini, and the System Configuration utility to limit the amount of memory that Windows uses to 512mb, but this does not solve the graphics card problem.
I there a program or utility I can get to fix this, is there any other way apart from taking out half of the memory?

AGP can adress RAM for textures. I suppose you could turn that feature off if you really wanted to lower system performance. I think haiving this feature avialable uses some of the lower memory registers and contributes to your "too much RAM" problem.
