Startup programs load double

Recently I reinstalled Windows and now I'm having a strange problem. When I
add a program to "C:\Documents and Settings\All Users\Start
Menu\Programs\Startup", it loads itself twice on startup. Msconfig shows two
entries for the program: one in Common Startup and one in Startup. I've
deleted the "C:\Documents and Settings\[username]\Start
Menu\Programs\Startup" folder, so there should be only one location. If I try
to remove either one, both get deleted.

I know how to manage startup programs using the Group Policy snap-in as
described here:

It would just be MUCH more convenient to be able to simply drag and drop
stuff to the All Users\Startup folder. Any ideas how to fix this annoyance?

Did you reformat the drive prior to reinstalling? Or did you do a repair?

If I understand you correctly, you have deleted the folder
"C:\Documents and Settings\[username]\Start Menu\Programs\Startup".

If so, it really needs to be there. I'd only remove the "startup links" for the duplicates.

Yes, I had deleted that folder since I'm the only user on this computer and
thought it would be more convenient to have only one folder. I tried to copy
my C:\Documents and Settings\All Users\Start Menu\Programs\Startup folder to
C:\Documents and Settings\[username]\Start Menu\Programs and then delete the
duplicate entry for the program, but that didn't help. It still loads twice.

I split my hard disk into two partitions with PartitionMagic 8. Then I moved
my data files to D: and formatted and fresh installed Windows on C:.

The All Users set appears on every XP system, regardless of whether it's a
single user-account or multiple accounts.

Restart your system in Safe Mode. Take a look to see if the All Users
folders are there. If they are, do not remove them.
