Can't access scanner in multi user setup.

I have a scanner connected to a system that works as advertised when
logged in as an admin user. However, when a user that does not have
admin prives attempts to use it, either via the buttons on the fron of
the scanner, or by launching the software, nothing happens. If I
attempt to do a "run as" and use one of the admin logins, same results.
