counterstrike fps problem

most fo the itme i get 85 fps in counterstrike. but some random times i get only 60 fps, this is resolved by restarting my computer. even thouhg that fixes it restarting is still a pain in the ass.
also an unrelated to graphics but still cs problem:someitmes when i start counter strike the damn ctrl button doesn't work for ducking but for radio instead, what's up with that?

Well, you should be able to fix the duck key by changing the control settings. As for the 60fps, I wouldn't worry about it...but then, I only get 30fps.

Which OS? If it's dos based OS, no surprise.
