Intel 2nd generation dual core processor vs intel core 2 duo

thatsx a very generized question...they equal in speed all the from old athlon 64's to the new phenom x4.

I want to make a choice among intel core 2 duo, intel 2nd gen Dual core & intel i3 (Budget for processor is below Rs. 6500)

basically its like this

core 2 duo>intel dual core>core i3

Any Sandy Bridge i3 (that's second generation Intel Core i3) will be far better than just about any Core 2 Duo unless you compare the very low power version to a top of the line Core 2 Duo and even then, the Core 2 Duo would still probably lose. I vote i3. I can't be more specific/accurate about performance differences without more information about the CPU models in question.
