I have a Turbo Express and the volume is very very low (you can only hear
it if your ear is next to the speaker) - this is with the volume on max.
Anyone know what the problem is or an easy fix?

Must be a common problem, I have one doing the same thing (and
recently sold one that had the same problem). If you put on
headphones, turn up the volume and play in a quiet room, you hear it
pretty good... :)

I'll be watching to see if anyone knows exactly what to replace to fix
this... (I'm guessing there's some kind of audio amp in it somewhere
that's died for whatever reason, but I'm not really that familliar
with the electronics in the thing... Yet. :)

Mine does the same thing.
I looked up the guide to replacing capacitors for Game Gears which have the
same problem and noticed that the TE and GG have similar caps in some areas.
I replaced a suspect cap in my TE, but it made no difference :/
