"Fighter Power Stick" 'Pro 4' what is this?

I picked up a joystick (actually it looks like a 1player Xarcade) and
im trying to find out what it is.

Fighter Power Stick "Pro 4"

the plug is a female PC style joystick plug, it has an adaptor on it
and it fits into my joystick port....

its got a green joystick , start , select , A , B , X , Y , TL , TR

from the buttons it sounds like n64 or super nintendo, i don't know
because I've never owned either.

can i get this thing working in windows/mame environment?
