Expanded Folders in Start Menu (XP2) Won't Rearrange

I have personal folders in the left column of my Start Menu (Classic Mode)
that expand. While they are expanded I would like to rearrange the position
of the files relative to the expanded list. For example, I should be able to
click on a file and push it up or down the list order. For some folders the
rearrangment won't hold and the file moves back to its original position;
while for others they hold. Yet, I am able to rearrange the files in the
folders when the folders are open. Also, when I try to move the My Computer
icon up or down the left column, it won't stay in its new position.
