xp license transfer

I just bought xp home (upgrade) on ebay from a guy who says he scrapped the
computer it was activated on. Assuming he's on the up and up, what do we have
to do to for me to activate it on my machine? I could find nothing about this
on the MS site.

Enter the Product Key during the Activation process..........if its accepted
all is well if its not accepted you'll need to activate by phone and if MS
says sorry this product etc etc...good luck getting your money back

He has 100% positive feedback, so I feel he's ok, but I'm more worried about
MS. My sister says she went thru hassles, and she owned both machines
(removed it from her home machine and put it in her businerss one). Maybe my
question should have been "How will MS verify a valid "license transfer" has
occured?"

If the product key hasn't been activated in the last 120 days all you
would need is an existing installation of a qualifying Microsoft OS OR
the instalation media for a qualifying Microsoft OS.
