Yes you can, but you don't need to worry about low temps when cooling a CPU. A car sites outside where in some places you need to worry about your coolant freezing. Remember that water expands when it turns to ice so it can crack something. When cooling a CPU inside, there is no worry of this happening. Your better off just sticking with plain water.
