Gainward Geforce3 Powepack ti200 and iwill kk266-r

I am having problems getting my computer to post. It has a Gainward Geforce3 Powepack ti200 and iwill kk266-R. It will post 1 out of 25 times and will continue to post successfully after resetting it, but once you turn the power off it won't. I've tried a different MB with the Gainward card and a different videocard on the kk266-2 and they work fine. What is the problem? If somthing needs to be replace what would you suggest?

Check if the card is mounted right is his socket, and check the wattage of your powersupply (atleast 300 W).
Also update your BIOS to the newest version.

My case has so many fans that it hovers above the ground .
