Yesterday, I was able to access msconfig (I did not make any changes).
Today, I get a System Configuration Utility error messge which says: "Am
Access Denied error was returned while attempting to change a service. You
may need to log on using an Administrator account to make the specific
changes." I am the Administrator! How do I fix it so I can access msconfig?
I want to run a Clean Boot.

Problem solved! Not any logic to the solution, but maybe others would be
interested. I ran a search for msconfig and came up with 3 locations:
1. C:\I386
2. C:Windows\PCHealth\Helpctr\Binaries
3. C:\Windows\Sytem32\DLL Cache
I executed msconfig.exe in #1 and got the infamous popup screen that tells
you: "Windows cannot open this file:"
I did the same in #2 and got the Error message cited in my first message
(Access Denied).
I, then, ran the msconfig.exe in #3 and it opened the System Configuration
Utility. I checked it out and closed it. Then, I went to Start/Run and
typed in msconfig. it opened like it should. I, then, ran my clean boot and
cleaned out a few Startups that I could not kill by using my old reliable PC
Forrest Start Manager.
The solution seems pecular, but so are many solutions to Windows problems.
