I am upgrading my machine and need to reinstall Outlook, Word, etc. I know
the activation is most likely tied to my current machine. How can I
reinstall the MS programs to the new one.

Bonus round question:
Also I have a Windows XP Pro CD installed on my current machine (I have to
look to see if it is full version or upgrade). How can I use it on my new
machine? Can I deactivate it on my old one? New machine has XP Home. What is
the process...thanks!

Simply install Office on your new PC and then activate.
If you have a problem, see the following:

How to troubleshoot problems that you may experience when you
try to activate an Office product
http://support.microsoft.com/default.aspx?scid=kb;en-us;903275


You'll have to remove Windows XP Pro (via reformatting the drive)
from your old PC before you can install and activate it on the new PC.
If you are unable to activate via the internet, then select the option
to "activate by phone" to obtain a new activation code.
