When I open the Control Panel Window and double click on any of the icons, it
quickly opens and closes a ms dos window with the heading of:
Windows/System32/Rundll32.exe.

That is all that it does. Any suggestions?

To repair all system files, go to Start/Run, and type (or paste in): SFC /SCANNOW

Restore control panel - see line 256 at :
