I NEED HELP WITH HELP AND SUPPORT!!

i'm having troubles with my help and support center
now whenever i try to get into help and support from anywhere(start menu or
window) nothing happens! no error message, nothing! how can i fix this?

ok i tried to do everything on that sight but now whenever i try to do start,
run, cmd, now i get a message saying the system file is not suitable for
runnind MS-DOS and Microsoft Windows applications. Choose close to terminate
the application. now what do i do?
