Virtualbox support for Windows 98 is pretty poor: there are no VB drivers, so you're stuck with basic emulation (e.g. VGA graphics).

Because, for example, you actually want reasonable performance, decent graphics modes, 3D graphics, and not to have your CPU continually running at 100% while Windows is idle?
 
i have run plenty of VM's without the drivers installed and it doesn't peg the cpu at 100%, also it's windows 98, it is more than likely for a legacy app not something 3D

the only thing that might suck a little is the 800x600 screen

but then again there is always VMWare, Xen, the list goes on
