A diiferent 16 bit Subsystem error

A friend has encountered a different 16 bit subsystem error than the one
commonly mentioned here regarding the unsuitable files...

The error mentions not being able to access the temp directory. For the
user, it is set to %USERPROFILE%\Local Settings\temp .. For the system
env TEMP is set to %SystemRoot%\temp...

If I change the system env to c:\temp2 I can run 16 bit apps... For
testing I have been running sysedit or command... When I change the
system env TEMP back to %SystemRoot%\temp those applications no longer
run and I get the error referencing not being able to access
c:\DOCUMENT~\LOCALS~\TEMP ...

Why does the setting of the system env for TEMP and TMP affect this?

Also, I have full permissions to %USERPROFILE%\Local Settings\temp and
can create folders. etc.. So it should not be a permissions problem..

He is running WinXP Home fully up to date...

I've been searching everywhere for a solution to exactly the condition you
describe. Unfortunately there is no fix and it's not widespread enough for
Microsoft to pay any attention to. I've abandoned my 16-bit programs until
Longhorn comes out late next year.
