System Information command not working

When I select start > All Programs > Accessories > System Tools > System
Information, it opens "Help and Support Center" instead of "System
Information" window.

This didn't happen before, has there been an update to WinXP that has
changed this setting or more likely I've had a virus/worm damage my system?

Also, running the file "msinfo32.exe" opens Help and Support Center. Is
this normal?

I would appreciate some help on this matter.

Thanks, the index.dat file was missing.
