Uninstall Wizard doesn't work

My uninstall wizard has ceased to work, and I can't uninstall any programs
(either through the Control Panel Add/Remove or through an icon specific to
a program). I think I was trying to run and install of 1 program and an
uninstall of another program at the same time, and must have corrupted
something. I have tried to reinstall the windows components but it does not
help. Is there any way I can reinstall whatever windows component runs this
program or solve this problem? I have already Restored to a previous point
without this doing the trick. Thanks for all ideas.
