How can I alter settings for the welcome screen, e.g. to reduce the delay
until the screen saver is activated, or to switch to standby after a
pre-determined period of inactivity?

These settings can be changed for user accounts, but are not operative if
the user logs off!

It would also be helpful to be able to create a custom desktop background
for the welcome screen.

I am unable to help you but need some help myself, Iam trying to post a
message regarding a problem I am having. I have registered and signed in but
