Whats URL or command will tell me who belongs to a web page? I once saw this displayed and it showed the name and address of the owner of that URL. Thanks.

Dhlucke's answer is the short form. That will tell you who owns the actual website, at least as far as the individuals who signed up for it. What it won't do is tell you a lot about whatever company may be advertised on that website. For that you need to do a little more work. To find out whatever info may be there for companies, go to http://search.bbb.org/search.html. That gets you the Better Business Bureaus' online company search page. There you can enter whatever info you have about the company and see what rating it has with the BBB. Then, for a more subjective look at things, you can go to www.bizrate.com or www.resellerratings.com and search for them.

Last, but not least, you can always come to Tom's and post a query for anyone with personal feedback to give and search for any past messages mentioning them.
