XP crashes CONTROL PANEL

[inquiring]

I am having problems with XP, I can no longer open 'Control Panel'
anytime I try to do so the monitor flickers like it is going to shutdown and
then the desktop reappears. Whats causing this and how can it be solved?

hehehe, XP is coasing that, and partial reinstall will fix it.

gg, the guy can't even open the thing, it is not grayed out or anything, just simple Explorer crash when performing browsing task.
