To get AGP 4X mode to work you have to load the Via AGP driver or Via 4-in-1 drivers and select "Turbo Mode" when loading the AGP component. The best way to reload 4-in-1 driver is to run the utility once electing to uninstall the old components. Don't reboot when prompted but rather run the installer a second time and let everything load. Don't forget turbo mode.

Just a word of warning, 4X mode gains next to nothing in real games or benchmarks and I've found it a bit unstable with my KT133A and KT133 motherboards.
