I had opened a program to get windows updates I opened it and safe mode
when I rebooted window starts up, but right before the welcome screen
there is message flashed on too rapid to read. then it restarts all over
again.

Disable automatic restart on system failure (on SP2): Press F8 on restart,
and see the menu item to disable auto restart. Restart, and when the STOP
message appears, record information needed for further troubleshooting.
