I ended up at Microsoft article #Q316434, "How to perform advanced clean-boot troubleshooting in Windows XP" which has a section on "How to remove unsigned drivers" using "sigverif" and moved all unsigned drivers to a new folder. Then I performed a normal boot and SUCCESS AT LAST! From there I put those drivers back in 4 at a time until the problem resurfaced. For me, the driver at fault was IPVNMON.SYS. I never found it tied to any program, but there it was! Also, I would like to thank Ron Martell whose aid was invaluable.
