Will NTFS adversely affect HDD performance?

My current Winxp system file was installed on a Fat32 partition and the time for booting into the operating system and loading programs is quite fast. Now, I change the file system of the partition into NTFS. It seems that the performance is adversely affected (Time required for booting into the OS and loading programs are increasing) Is it normal or abnormal?

dunno why. NTFS is a better and faster file system.
