wierd re-drawing problem

i'm not sure the exact technical term, i think it's either re-draw or refresh, whatever it is it's annoying. when a web page loads are i am just opening a new screen, the redraw rate will be pretty slow and it's like my resources are down to 2% oir somehting, but they're really at like 75%. this only happened after i re-installed win98se. i have a radeon 8500dv and it never did anything like this on my last install fo the os. so what do i do?

of course i can never figure things out on my own until it comes to me posting but i think i fugured out my problem.my radeon is sharing an irq with my network card, could that be the cause? how do i change the irq of my network card? windows won't let me change the setting and it's a jumperless card.
