Won't boot

Win98se won't boot all the way. It gets as far as the wallpaper and that't it. No task bar on the bottom, just the wallpaper. I do a ctrl+alt+del and nothings loaded.It's empty.
I tried to boot in safemode, I used "step by step" to see what driver might be doing it and it loaded as far as the mouse drivers. Then nothing, froze up.
Could it be a virus? Corupt module? Corupt boot sector?

take add on cards out, except for the video card, run 1 stick of ram, disconnect the cd rom and floppy, leave the hdd connected, see if it boots, but this is a general approach, give me your system specs and lets go from there...

Thanks, but he wanted me to re-format and re-install windows. He wanted it back ASAP.
