agp voltage under 3.3 ??!!

in the bios pchealth screen the 3.3 v is 3.136 v is it okay for the agp display adapter or could it be the cause of corrupted textures in d3d games and colored pixels in MSI-logo start-up screen (bios) when system boots also i see these clored pixels in windows desktop ..and soft colord spots in open gl games ,,, so is the agp voltage okay or under the right value ,, and if it below the right value how i can raise it to the desired value ,,,

Get a better power supply. Voltages that low WILL cause problems.

I've seen corrupted textures from insufficient power, overheating, and AGP aperture sizes that were too large for the system to handle.
