3DMark 2001 very cpu dependent?

My cousin and I have very similar setups but he gets a much better 3dMark than I do. Is this test very dependent on your cpu (if you have something that is fairly fast). I see people that have cpus similar to mine, but break 10k. The best I can do with some OCing is 9160.

my system P4-1.7(@1.8)/512ddr/maxtor 30 gig 7200/asus266 board/MSI GF4 TI4400

his P4-1.8-northwood/768ddr/fast HD/asus266 board/Leadtek GF4 Ti4400

he gets like 9650. I know he has Northwood, but should they be that different?

That sounds about right for twice the L2 cache, 50% more RAM and a slightly faster processor. His sytem could be a bit more optimized, too. Same OS?
