I've heard the same thing before, but I don't know how true it is. I've also heard that sometimes you don't get all of the parts (cd's, adapters, or cables) that come with the retail version of the card. I still don't know if there's any truth to that.

Generally speaking the biggest difference is the fact it comes in a bag instead of a box.
Most OEM's don't contain any of the free software (e.g. games) but offen have a driver disk and on rare occasions don't come with connecting cables. I have never heard of an OEM product sporting different specs to the Retail version. In my proffesional opinion, that is a complete load of utter sash.
I always buy OEM because the difference in the contents of the package is rarely different, unlike the price.

Not necessarily the case, only if you are buying a card with an ATI chip from another manufacturer you may get slower momory included with it or different display chipset, etc.
If you buy an ATI OEM card, you will get the standard spec.

Only the RETAIL Built by ATI is 275/275 as I've got one. The OEM's are clocked as low as 200/230.

Well the 8500LE and 8500 are different products from Ati and have there own respective clock timings. I doubt that the 8500LE and 8500LE OEM are different as are the 8500 and 8500 OEM.
OEM products that are sold to other companys will be clocked to that manufacturers/resellers specifications. While its got an ATi chipset, its not a standard Ati card and so you read the specification for that product.
At the end of the day its unusual for an OEM VERSION OF A RETAIL PRODUCT is going to be specced differently. If you are unsure you should always check. I've never had a problem.

Where can you get a OEM Retail product? I'm not following here. It's true that OEM ATi cards are clocked lower than the Retail ATi cards. I don't understand what you're saying....? Just tell me why newegg.com or any other store sells OEM ATi cards clocked lower then?

64MB : 230/230
64MB TV : 250/250
128MB TV : 250/250

It looks more like there are a large range of variants of cards rather than identical cards specced differently.
