Boot Disk info for CDROM access please!

Hey, after my old PC began collecting dust while I was away at school, I decided to upgrade it and reinstall a Japanese version of WinXP.
My problem is as follows, the Japanese WinXP CD I have does not work as a boot up CD.
I am trying to make a boot disk to allow me to goto the DOS prompt and allow the use of the CDROM. My dos skillz are unfortunately ancient (as is DOS), and I never really learned how to make a boot disk other than through windows (which conveniently doesnt allow CD ROM usage). Would someone please give me some instructions as to make a boot disk to allow me to access the CDROM when in DOS mode on a completely blank hard drive.

What is with this 'internet' thing everyone is talking about anyways? Ive been hearing all about it and how great it is and all that. Is it true you can ...bleh, forget it.

Make sure that your bios boot order is set correctly - you probably want it to boot floppy, then CD, then hard drive.

Are you sure the Japanese CD isn't bootable?
