Seeking advice for capture card w DVD

Hello, Can somebody suggest a high-end video card that has the ability to Play DVDs with Dolby AC-3 (coax or fiber) output, TV-out, TV capture? Any opinions with Visiontech Extasy, Creative's Digital VCR, Pinnacle? Because of a recent bad experience with ATI, please do not try to convince me to buy anything they sell. What else is out there?

Other video cards will require you to use a software decoder, such as PowerDVD or WinDVD. If you did that with your ATI card, your AC-3 problems would likely go away.

And then spend another month trying to figure out which ATI driver is conflicting with WinDVD? No thanks!
