Exactly what is the ratio of the various weapon speeds? I mean, is the
difference between Fast and Normal 2 to 1, 3 to 2, 5 to 4?
I have two ethereal weapons for my merc;
War Scyth, 22 - 93 damage, Very Fast (has increased maximum damage)
Partizan, 51 - 112 damage, Fast
Which weapon is the better? When is it worth going from Slow to Normal,
Normal to Fast, or Fast to Very Fast?

forget about the text on weapon speeds. The Scythe has a weapon speed of
-10, the Partizan of +10.
What you really want is %IAS (increased attack speed) *on* the weapon.
Partizan gets 9 frames per attack and the Scythe 7fpa. With additional
44% IAS, you get down to 6fpa = 4 attacks per second. The Partizan would
need 92% IAS, which isn't really doable on a merc.

AFAIK, Act 2 mercs do a 2 hit jab. If I look at the animation, I get the
impression that the first attack is a lot slower than the second. As the
numbers displayed in the WSC indicate a quite fast attack speed, I
assume it is the speed of the 2nd attack. Does anyone know how to look
up the speed of the initial attack?

AFAIK, Jab, Strafe, Zeal, and other sequential attacks such as
Poke, have two phases: first hit is a regular attack, followed
by sequential attacks. Therefore the first hit uses regular
attack speed, and the subsequent hits use the special attack speeds.

Sounds reasonable. Pitty that the weapon speed calculator limits the
skill selection to Jab when selecting an Act 2 merc.

Hannes
PS: You certainly forgot to list Whiff as sequential (non) attack .
