I am not sure why you are seperating 3d graphics from games. Games are 3d graphics, basically 99.9% now.
The polygons per second applies to any game of course, because it's how much the card can do. It's like Fill Rate, if a game has or requires more Mpixels per second than the card does, it's likely you needs to lower the game graphics to play with good FPS.
