Is Blood Crescent Scimitar worth the cost to upgrade?
A Cutless (lvl 25) base damage is more than double the Scimitar. The
formula is 1 Ral Rune + 1 Sol Rune + 1 Perfect Emerald + Normal Unique
Weapon = Exceptional Version of Weapon. Is there a better use for the
Sol rune? The Blood Crescent has some nice mods:
One-Hand Damage: 3 To (9-10) (6-6.5 Avg)
Required Level: 7
Required Dexterity: 21
Durability: 22
Base Weapon Speed: [-20]
+60-80% Enhanced Damage(varies)
33% Chance Of Open Wounds
15% Increased Attack Speed
15% Life Stolen Per Hit
All Resistances +15
+15 To Life
+4 To Light Radius
(Only Spawns In Patch 1.09 or later)

Depends on what you want to achieve...?

Ort + Sol in two socket helmet gives you the Lore runeword. Quite useful,
for mid-game use, especially for a spellcaster.

My suggestion is to look in the list of uniques at the Arreat Summit, if
there's anything there that matches your wishes. Why It certainly has a
nice set of mods, though the range of variable enhanced damage is a bit on
the low side. The damage of this weapon will never be that great.
So, what mods exactly do you enough on the weapon above, to warrant an
upgrade? I think offering a Sol might get you a pretty nice exeptional
unique weapon too.
If you're on SC Eur ladder, I might have some nice melee weapons you can
have for free.

Sols are easy to come by and I am of the opinion if it can be upgraded why
not try? On the other hand you are going to find plenty of other weapons and
most of them will be better. Although I do like the +15 resists/life leech.
When you up this weapon the lvl req is going to go up to 30 with a damage of
(12-33) to (14-37) Req dex 52. So is it worth it to you then? You can make
the following runewords with a Sol.
El- Sol (easy to find and inexpensive)
Honor (AmnElIthTirSol), Insight (RalTirTalSol), Lore(OrtSol), Radiance
(NefSolIth)
El-Pul (a little more work)
Harmony (TirIthSolKo), Memory (LumIoSolEth)
El-Zod (mostly dreaming LOL)
Dragon (SurLoSol) , Eternity(AmnBerIstSolSur), Fortitude (ElSolDolLo)
With the new runewords and people realizing that some of them are pretty
useful like the insight polearm for a sorc's merc you can trade a Sol fairly
easily and get something decent in return. Yesterday I got a Lem for a Sol.
Good Luck!

Blood Crescents best attributes doesnt include damage
but it does also gain speed when upgraded so id only
upgrade if you wanted to get to that next speed break.

I'd say noooooooooooooo.
If you want to upgrade something, try and get ahold of a Coldsteel Eye Or maybe a Rixot's
100% ED, 25% Crushing Blow, and +20% Attack Rating
Or a Minotaur:
140-200%ED
Slows Target 50%
30%CB
Hit Blinds Target and I think it gets up around 300 max damage
Or a Butcher's Pupil
Some deadly strike and good damage once you're upgraded.
