Since 1.11 came out, what happens if I have to do a fresh install, then
re-install CE? If I patch to 1.11 CE wont work? Is there a way to
patch to only 1.10?

Yes, you can download the 1.10er patch from Blizzard's site. As long as you
don't connect to battle.net, it will stay at 1.10:

http://ftp.blizzard.com/Pub/diablo [...] ch_110.exe
