please help - 8500dv tv quality

i am having problems with the quality of the image in my tv program. i use phono video cables to connect from a scart lead directly from digital satellite. in my old tv card (matrox g400), the quality was like watching a dvd on screen. i installed my 8500 dv card, and plugged the cables into that, but the quality is now very low. there is also a noise in the background (distortion) that was not there before (in captures and while just watching tv. aside from the 8500, nothing in my system is different to before and i made sure i got rid of every trace of the matrox drivers since i used their uninstaller which also goes through the registry.

i have made sure that all the cables are secure and have updated to the latest drivers, and also tried capturing at different resolutions (1024 etc instead of 1600x1200 which i normally use) but it made no difference.

any suggestions?
