I am building a new box with a MSI 845E mobo which only supports agp 1.5 v video cards. The video card I picked up was an inexpensive nVidia geForce Mx 420 card 2x/4x card( I am not a big gamer) with the agp 4x notch. The documentation from MSI states that a 3.3 v card will fry the chipset. However, I can't find any documentation with v-card or the manufacturer's web site if only 3.3 v interface is supported. There are no jumpers on the video card or mobo to change voltage. Do you think the v-card is kosher for this installation or should i find another board?

As far as I can remember, the AGP4X specification demands an operating voltage of 1,5V, only AGP2X cards require 3,3V. As the GF4 MX420 is a 4X card you shouldn't experience any problems installing the card in your system.

The card should switch itself automatically if it supports both voltages. At AGP 2X it runs at 3.3V, at AGP 4X at 1.5V, with an appropriate change in current. Early cards had a jumper but a GF4 (even an MX ;-) ) should be fine. The new motherboards just can't cope with the 3.3V stuff and fire the same amount of current at the card, hence the warnings.
