While I have little experience (my sorc is only Lvl 43) I can say that
I did not spend many points on blizzard. Frozen Orb is far superior and
I am mowing through people (large groups especially) like nothing else
right now. Problems will arise when I encounter groups immune to cold,
or possibly immune to anything elemental.
I would stick with Glacial Spike and 1 point into Blizzard so you can
get Frozen Orb at Lvl 30 (I believe).

blizzard is much more powerful... learn to use the moat trick (google).. its
the most efficient way of killing him

Very easy to explain: you simply lure Mephisto out front, where the little
alleyway juts into the moat, then tele over not to the alleyway, but the
other side entirely, but stand in the stairway that appears to go down into
the moat. From there, you can cast Blizzard all the way at the lower left
corner of the screen and take out Mephisto without any chance of harm. I
use this trick to get past NM Meph when my characters are low level. By
Hell, Blizzard is powerful enough (and my sorc and merc are usually hardy
enough) to take him on more directly and quickly.

just dont use the merc obviously.. hehe hes more trouble than its worth if
you are moating meph..
notice where im standing (right behind that little notch). just lure meph to
those stairs where he is and tele to the notch.. you wont get hit, only
problem is if council is in the middle youll have to lure him down

In other words, let the merc die the first time if I am running Hell
Meph.
SVH: A wand of Lifetap is no use as the merc doesn't hit Meph at all.

yes he will always wander too close and cause both of you to get attacked..
it will take some practice to get the exact spot and avoid council but if
you do it right its really easy hehe

No, he walks over to get hit. But he can't get over the moat. I prefer

Emilio can leap tall moats with a single stumble!

I realised. But he really does walk over just to get hit.
Chal-an was an explorer in a former life so he likes to wander.

Mercs are great like that. When you want them to hang back, they wander over
to get hit. And when you want them to wander over and get hit, they go hide
in the corner. Except Emilio, of course. He's not your average merc.

Yeah, Emilio is OK, but Chalan will kick his butt any day. I actually
base my merc choice on name. All Chalans. (well until nm Act 2)

With my FB/FO sorc. last ladder season, I would teleport to Meph. and
have my merc. tank him while I FB/FO Meph. If my my merc. died (about
20% of the time), then I'd do the moat trick.
Does Blizzard kill Meph fast enough that I wouldn't need this trick?

Wow! You all do it differently. Here's what I figured out: you lure
Mephisto around the left side, through the room, and out front. Then you
teleport to the middle, to get him along the edge, then finally to the other
side and stand in the little stair indentation. From there, you cast
Blizzard by positioning your cursor in the extreme lower left corner of the
screen, and kill him OFF-SCREEN. The series of pics below illustrate:
In this way, there is no chance for either you or your merc to get hurt.
You'll hear his sounds of pain as the ice hits him off-screen, and if you
haven't got the quest yet, then when he dies you'll hear about it.

I used to farm Meph and other bosses in HCL. It's scary to think
about going anywhere without a merc, so my Blizzard sorc
always took her guy with her. For this reason I didn't use the
moat trick.
What I did was I teleported to right in front of Meph, static
him 4-5 times then Blizzard 3-4 times, then switch to alibaba
while watching merc's life. Merc used a Reapers Toll and since
he reached lvl 80 he rarely died. When against act boss, don't
feed merc with red potions, always feed him with purple ones.

But when enemies stand still they avoid a lot of damage, whereas with
Orb, the damage hits whether they move or not.

I started my Blizzard Sorc this past weekend... now at level 62 or
so...
In NM (as with many builds) she totally kicks @$$. In 8-player Baal
Runs she seems to do very well still (as opposed to many other
classes). I have no problem soloing the Throne Room.
NM Mephisto is pretty easy and will get easier as I level up I'm sure.
I just hope Hell Mephisto will be as easy.
She's probably not as versatile as my FB/FO Sorc, but she's not meant
to be. NM cows are also very easy to kill.

Excellent! I have a couple of pure Blizzard sorceresses (off-ladder), and
agree totally on their power. The thing is though, I tend to get bored with
teleport-to-act-boss runs pretty fast (usually 20 or so runs and I start
craving for something else), which is why I generally run with more rounded
sorceresses, such as fireball/blizzard, fireball/meteor/blizzard,
orb/fireball/meteor, orb/CL, fireball/nova, etc.
My only sorceress on the season 3 ladder so far is fireball/meteor/blizzard.
